What the Government launched on 30 September 2026
On 30 September 2026 the Government presented the first six winners of the integrated offer for heat pumps. The scheme, often called heat pump leasing, is presented as a flagship measure of the electrification plan announced in April 2026 by the Prime Minister.
An integrated offer is a turnkey solution. A single route brings together the equipment, its installation, the electricity supply, maintenance, control and financing of the remaining cost. According to the press kit of 30 September 2026, the six winners have committed to installing 55 000 additional heat pumps.
The timetable is tight. Pre-orders have been open since 1 October 2026, the first installations will take place in November 2026, and a new call for applications will be held on 1 January 2027. The Government ties the measure to its target of one million heat pumps installed in 2030.
This first selection is the first stage of the roll-out. The call of 1 January 2027 is meant to let new players put forward their own integrated offers.
What the offer contains
The specification described in the Government press kit requires the same building blocks in every offer:
| Component | What the integrated offer requires |
|---|---|
| Equipment | Air-to-water heat pump made in France or Europe, sized to the needs of the home and installed by qualified professionals |
| Preliminary study | Home assessed beforehand to check that the heat pump is suitable |
| Electricity | Fixed-price offer for three years, with no obligation to subscribe |
| Maintenance | Contract of at least three years, covering regular servicing and breakdowns |
| Control | Operation at the times when electricity is most available and cheapest, within a comfort range set by the household |
| Financing | Mobilisation of grants and monthly payment of the remaining cost |
| Summer comfort | At least one reversible model offered where the home allows it |
The household keeps its freedom to choose a supplier. It can change its electricity offer at any time without any effect on the financing or on the servicing of its heat pump.
Who can benefit, and on what conditions
The offer is aimed at owners of detached houses whose income falls into the very low-income and low-income categories of the National Housing Agency (Anah). The press kit gives the example of a couple with one child earning up to EUR 3 260 a month between them, before the deduction for professional expenses.
The central promise concerns the monthly payment. The overall monthly payment after works, which includes repayment of the remaining cost, electricity and maintenance, must be lower than or equal to the household's monthly energy spending before works. The press kit specifies that this calculation uses conventional conditions of use and temperature, with the energy prices at the time of subscription or historical average annual prices.
The offers are built to repay the remaining cost within three years in the vast majority of cases. In milder climates, where savings are smaller, repayment can be spread out, but never beyond five years.
The press kit relies on an ADEME study of 100 heat pumps in real conditions, which found an average seasonal coefficient of performance (SCOP) of about 2.9 for air-to-water models. The SCOP measures the heat delivered over a heating season for each kilowatt hour of electricity consumed. An air-to-water heat pump therefore delivers nearly three times the energy it uses, which the Government sums up by calling it nearly three times more efficient than a fossil-fuel boiler.
The role of energy savings certificates
Energy savings certificates (CEE) are the scheme through which energy suppliers fund energy-saving works to meet an obligation set by the State. Our guide to energy savings certificates explains how it works.
The Ministry for the Ecological Transition has placed on the agenda of the Conseil supérieur de l'énergie (the French higher energy council) of 6 October 2026 a draft order creating special bonuses for integrated offers. The draft, published on the ministry's page on the CEE scheme, concerns sheet BAR-TH-171, which covers the air-to-water heat pump in housing.
| Case provided for by the draft order (household in energy poverty, main residence) | Total volume of certificates |
|---|---|
| Heat pump dedicated to space heating only | 760 000 kWh cumac |
| Heat pump dedicated to space heating and domestic hot water | 875 000 kWh cumac |
The kWh cumac is the unit of the CEE. It accumulates and discounts the energy savings over the lifetime of the equipment. According to the explanatory report on the draft, these levels are calculated so that the household recovers its outlay in about three years, so MaPrimeRénov' geste (the French grant for single energy-saving measures) cannot be claimed alongside. The draft order also excludes combining the bonus with the other bonuses of the sheet provided for replacing a boiler.
The report justifies referring the text to the Council urgently by the wish to offer the first deals before the heating season. The text will enter into force the day after its publication in the Journal officiel and will apply to operations committed from that date.
What the draft order requires on the technical side
This is the most structuring part for HVAC professionals. The draft order makes the bonus conditional on several cumulative requirements:
| Requirement in the draft order | Scope |
|---|---|
| Equipment replaced | Individual coal, oil or gas boiler |
| Heat pump model | Approved under decree no. 2026-413 of 29 May 2026 (quality and industrial resilience) on the date of commitment |
| Sizing | One note for each emitter: output according to the water temperature regime and heat losses of the room at the base temperature |
| Commissioning | Heating curve consistent with the note, below 55 °C at the base temperature for radiators and 35 °C for underfloor heating |
| Control | On-off mode or setpoint change, for operations committed from 1 March 2027 |
| Supporting document | Integrated heat pump offer summary signed by the beneficiary and the offer's agent |
The summary of the offer is given to the household at the latest when the works are completed. It sets out all the services, including a fixed-price electricity offer lasting at least three years, with a price signal at least equivalent to peak and off-peak hours, unless the household refuses that service.
The base temperature is the coldest conventional outdoor temperature used to calculate a home's heat losses. A heating curve capped at 55 °C at that temperature assumes emitters able to meet the needs of each room at low temperature. That is the whole purpose of the note for each emitter.
The checks follow the same logic. The press kit announced that 70% of installations would be checked on site. The explanatory report on the draft order sets out the ramp-up: 50% of operations from entry into force, 70% from 1 January 2027 and 100% from 1 January 2028.
The six winning consortia
The first call selected six groups that bring together electricity suppliers, manufacturers, distributors, renovation and installation specialists, and financing players.
| Winning consortium | Members named in the press kit |
|---|---|
| CapConfort | Hellio Solutions, Homyos, Akéa Énergies, Winter, Alpiq, Cofidis |
| IZI by EDF | IZI by EDF, EDF, Domofinance |
| Le PAC'TE français | Alterna énergie, Saunier Duval, Cofidis |
| Octopus x Effy | Octopus Energy, Effy |
| Hello Watt x Engie | Hello Watt, Hello Watt Rénovation, Engie |
| Sonepar | Sonepar, Ecair, Ace Énergie, TotalEnergies |
What this means for you
For an installer
The integrated offer runs through the consortia. An installer reaches it as a partner of one of them. The draft order makes sizing enforceable room by room, and every site will sooner or later be checked on site. The quality of the study and of the commissioning becomes a direct condition of claiming the certificates.
For an engineering consultancy or a body involved in inspection
The requirement for a note on each emitter confirms an underlying trend. Sizing is becoming a condition of funding, and no longer just good practice. Our guide to sizing collective heat pumps shows the same logic in the CEE sheets for multi-occupancy housing and the tertiary sector.
For a landlord, a co-ownership or a tertiary facility manager
The scheme does not concern you directly, because it targets detached houses. Your collective heat pump projects continue to fall under their own standardised operation sheets, with their own study and justification requirements.
For an obligated party or a delegate
The draft order turns the certificate application into a commitment to respect the terms of the integrated offer. The final text, expected after the opinion of the Conseil supérieur de l'énergie, will set the exact framework for applications.
What we recommend
Read the final text before committing. The requirements described here are those of the draft submitted to the Conseil supérieur de l'énergie. Only the order published in the Journal officiel will be authoritative.
Do not combine schemes by mistake. An Anah grant application for the same works closes off the integrated offer bonus, unless the agency notifies a refusal.
Put sizing at the centre. It determines the real performance of the heat pump, and therefore both the monthly payment promise and the compliance of the file at inspection.
