IHD is an independent regulatory engineering consultancy specialising in energy efficiency. We analyse the regulation applicable in each market, we size installations and we assemble the funding files for energy retrofits:

We assess each project case by case and support the project owner from the study through to monetisation with the delegated party or the agent.

We deliver reliable, defensible sizing reports, issued under the consultancy's title block and countersigned by the qualified installer. Our scope covers the four sectors of the operation catalogues — industry, non-residential buildings, agriculture and collective housing — in standardised as well as project-specific operations.

Industry

Refrigeration and utilities form the core of both catalogues, from compressed air to waste heat.

Non-residential buildings

Agriculture

France funds the depth of renovation, Spain also funds household equipment and energy poverty measures. The same project is assembled differently.

How an operation unfolds

Always the same order, from the first document requested to the processing of the file.

  1. The documents, before the visit

    You send us whatever building documents you have. We tell you straight away what is missing to assess the operation.

  2. Pre-study, then the visit

    The pre-study is carried out on documents, without disrupting activity on site. The site survey completes what the documents do not say.

  3. The study and the recommendation

    Each installation receives a study of its own, followed by an equipment recommendation that meets the requirements of the sheet.

  4. Summary, quotation and Part A

    A clear summary for the decision-maker, then a quotation and a sworn statement consistent with the study, ready to be signed.

  5. Through to monetisation

    We follow the file through to monetisation with the delegated party or the agent, with documents that are consistent from the study to the installation.

When the text requires a signed preliminary study

Sheet IND-UT-141 “Electric industrial boiler”, in force since 5 September 2026, requires a preliminary sizing study, dated and signed by the contractor or an engineering consultancy, handed to the beneficiary on the commitment date. Its content is set point by point.

  1. Point I: identification, company name, SIREN, addresses
  2. Point II: one year of history, a two-month campaign or a simulation
  3. Point III: heat demand by use, capacity and temperature
  4. Point IV: boilers before and after, efficiency, annual savings

The author of the study is named in the sworn statement, with its company name and SIREN. The operation is subject to on-site inspection, and the study is among the criteria checked: a sound study directly protects the monetisation.

The conditions are checked before any promise: full electrification with no fuel-fired boiler other than for back-up, replaced capacity below 20 MW, efficiency of at least 99%, fluid above 110 °C, a twenty-two-year commitment.

A neutral report that leaves you free

Our sizing report commits you to no one. You keep full control over the choice of delegated party and installer.

A well-sized installation performs as intended, and a well-justified file is monetised without being sent back. That is what our report secures.

A CEE file is won or lost on its justification. Our studies are built to hold up during processing and inspection alike.

    The sheet is applied in the version in force on the date the operation is committed.

    The study, the quotation and the installation say the same thing, which avoids requests for additional documents.

    Protected monetisation

    A sound file from submission onwards, so that the expected funding is not called into question.

What is changing right now

  • The sworn statement changed on 1 July 2026

    The order of 21 December 2025 adds to Part A of the sheets: operation cost excluding and including VAT, and public aid other than CEE. The criterion is the commitment date, the quotation's acceptance. We check the signed Part A is the one in force.

  • One sheet requires a preliminary sizing study

    The order of 1 September 2026, in the Journal officiel of 4 September, creates sheet IND-UT-141, electric industrial boiler. It requires a preliminary study signed by the contractor or an engineering consultancy, named in the sworn statement. Hybridisation without removing the fuel-fired boilers is excluded.

  • 27 sheets proposed for withdrawal, consultation open until 7 October

    A draft order, put to public consultation from 16 September to 7 October 2026, provides for the withdrawal of 27 standardised operation sheets. Until the order is published, they remain in force.

  • The withdrawal of fossil fuels is enacted, not just announced

    The order of 18 August 2025 withdrew four gas sheets on 1 September 2025: collective absorption heat pump, individual gas water heater, non-residential absorption heat pump, non-residential gas engine heat pump. They can no longer be funded. The scheme is exiting fossil fuels, even under the heat pump name.

  • The BACS obligation is postponed to 2030, not 2027

    Above 290 kW of heating or cooling, a non-residential building must have a building automation and control system, deadline 2025. For existing buildings from 70 to 290 kW, the deadline is postponed to 1 January 2030 by decree no. 2025-1343 of 26 December 2025.

  • Spain: CAE for 2023 actions are reaching expiry

    Article 11.5 of Real Decreto 36/2023 allows a CAE to be registered up to three years after the action. According to the MITECO note of 2 June 2026, CAE for 2023 actions must be issued and settled before 31 December 2026. August is inhábil.

  • Spain: transport revised, four-month transitional period

    The resolution of 30 July 2026, BOE of 4 August 2026, revises TRA020, TRA040 and TRA050 with a four-month transitional period. They become read-only. The end date is confirmed with the Gestor Autonómico before any submission on the earlier version.

The Spanish side

Run by MITECO, the Sistema de Certificados de Ahorro Energético is processed with the Gestor Autonómico of each autonomous community.

2026, the first year without a transitional regime

Position as at 9 September 2026. The annual obligation is settled before 31 December: the transitional regime of 2023 to 2025 has ended. Added to this is the expiry under Article 11.5 of Real Decreto 36/2023, three years after the action. August is inhábil.

  • How a sheet changes

    By order in the Journal officiel, with its effective date and any transitional period.

    By resolution of the directorate-general: the catalogue of Orden TED/845/2023 is designed to be dynamic. Eight resolutions as at 9 September 2026.

  • Where the file is submitted

    With the obligated or delegated party carrying the operation.

    With the Gestor Autonómico of the autonomous community where the work is carried out, which rules on any question of time limits.

  • When a sheet is revised

    The order itself sets the effective date and the transitional period.

    Transitional period of at least three months, Article 3.2 of Orden TED/845/2023, on two conditions: submission during the period and proof that the works had started. The end date is confirmed with the Gestor Autonómico.

The operations we handle

The heat pump is only one diagnosis among others: the critical points of each sheet decide the fate of a file.

Collective heat pumps

Collective air-to-water, or water-to-water and brine-to-water heat pumps, in housing as in non-residential buildings, sized on the version of the sheet in force.

Industrial utilities

Compressed air, steam, motors, waste heat, plant insulation, electric industrial boiler with its preliminary study.

Refrigeration

Commercial and industrial refrigeration: condensing, floating pressure, free cooling, closed cabinets, CO₂. Including when the nameplate only gives the amperage.

Building management systems

Building management system in France, building automation in Spain: control and consumption monitoring for non-residential buildings.

Lighting

Indoor and outdoor relamping, rooflights and light pipes. In Spain, indoor lighting, then roads, tunnels and sports areas.

Greenhouses, ventilation and solar thermal

Greenhouse thermal screens and dehumidification, air destratification, heat recovery ventilation, solar thermal.

Where we work

Secondary schools including boarding schools, primary schools, EHPAD care homes, hostels and student residences, clinics, special education institutes, sports halls, apartment blocks, hotels, industrial sites and farms. For managing agents, the report arrives before the general meeting.
