What the BOE publishes

On 4 August 2026, the Official State Gazette (BOE) published a resolution of 30 July 2026 of the Directorate-General for Energy Planning and Coordination. The text updates part of Annex I to Order TED/845/2023 of 18 July 2023, which contains the catalogue of standardised energy efficiency measures.

This catalogue is the technical basis of the Spanish energy savings certificates, the Certificados de Ahorro Energético (CAE). A CAE recognises the annual final energy saving achieved by an energy efficiency action. Each sheet in the catalogue sets out the scope, the requirements, the supporting documents and the calculation method for a repeatable action.

The revision of 30 July 2026 concerns the transport sector only. It affects three sheets.

Sheet before the revisionSheet after the revisionNature of the change
TRA020: telematics and geolocation in a transport fleetTRA020: efficient driving assistance with driver feedback in a transport fleetSheet replaced, scope widened
TRA040: urban and metropolitan shared mobilityTRA040: shared mobility on regular short-distance journeysSheet updated, conditions tightened
TRA050: replacing a combustion vehicle with a battery electric vehicleTRA050.P (natural persons) and TRA050.E (private or public entities)Sheet split in two

The preamble recalls that Article 3 of Order TED/845/2023 allows the catalogue to be revised by a simple resolution. The catalogue has already been updated in this way several times since 2023, including a revision on 3 June 2026.

Three transport sheets rewritten

TRA020: efficient driving assistance in fleets

The new TRA020 sheet covers the activation of an efficient driving assistance system in a fleet of existing vehicles in categories M, N and L. It concerns companies whose main activity is the transport of goods or passengers. It also covers the daily business travel of their own employees, for example technicians who travel every day between several sites.

The sheet accepts two modes: in-cab alerts and individualised feedback to the driver. The data must be collected read-only from the vehicle's electronics, with no possibility of modification. Consumption is measured over two periods of ninety days, before and after the system is activated, on the same regular routes.

One point commits the operator for the long term. If vehicles in the fleet are replaced, the new vehicles do not generate new CAE for the same action. They must keep the system and the alerts throughout the lifetime of the measure, which is a clause of the convenio CAE.

TRA040: shared mobility under a tighter framework

The TRA040 sheet covers car-sharing between individuals organised by a digital platform, for regular short-distance journeys. It applies only to M1 passenger cars and excludes any economic activity involving the transport of people or goods.

According to the resolution, the conditions for eligible journeys are now capped. A user counts for no more than two trips per day, an outbound and a return trip to the same point of origin, at least two hours apart. Each trip is limited to 75 km, or 150 km in total. Identity checks on users become mandatory and an audit of the platform by an independent body is required.

The resolution justifies dropping the urban and metropolitan criterion by the reality of home-to-work journeys, many of which take place in rural areas.

TRA050: one sheet for individuals, one for companies

The former TRA050 sheet covered replacing a combustion vehicle with a battery electric vehicle. It is split into two sheets with different scopes.

CriterionTRA050.PTRA050.E
ApplicantNatural person without an economic activityPrivate or public legal person
Vehicle categoriesM1, M2, N1 and LM1, M2, M3, N1, N2, N3 and L
Ownership of the former vehicleMore than two yearsMore than two years
Window for sale or scrappingFrom three months before to six months after the acquisitionSame; one year before to eighteen months after for the public sector
Excluded transfersBetween persons living under the same roofBetween companies in the same group, or between relatives for a self-employed worker

Both sheets allow the vehicle's actual mileage over the last year to be used, evidenced by roadworthiness tests (ITV), rather than a national average. Sheet TRA050.P adds a weighting factor that favours replacing the oldest vehicles: it ranges from 1.1 for a vehicle aged ten to fifteen years to 1.3 beyond thirty years.

Why the administration revised these sheets

The preamble to the resolution of 30 July 2026 pursues two objectives stated since the catalogue was created. The first is to measure energy savings as accurately as possible. The second is to simplify procedures and reduce the administrative burden on all participants in the scheme.

Several changes serve the accuracy of the calculation. In sheet TRA040, the number of cars left in the garage thanks to car-sharing is no longer estimated by each platform from its own surveys: its value is now provided by the Coordinador Nacional. In sheet TRA050.E, the consumption of heavy vehicles is detailed on the basis of reports from the Spanish Ministry of Transport and Sustainable Mobility.

Other changes strengthen traceability. Car-sharing platforms must guarantee the traceability of data to prevent double counting. They inform each user, in line with the GDPR, that their journeys may be disclosed to the administration and to verifiers. The incentive paid to users is shared equally, with an indication of the kWh saved by each of them.

A correction published on 28 September 2026

The BOE of 28 September 2026 publishes a resolution of 16 September 2026 correcting clerical errors in the July revision. The administration states that these errors affect the interpretation of sheets TRA040, TRA050.P and TRA050.E.

The corrections are targeted. The note to sheet TRA040 now refers to the correct article of Law 9/2025 on sustainable mobility. The reference consumption table in sheet TRA050.P gains a line for M2 diesel vehicles, at 15.5 litres per 100 km. In sheets TRA050.P and TRA050.E, the leasing option now applies to the vehicle being replaced rather than the new vehicle. Finally, a note to sheet TRA050.E refers to field J.1 of the registration certificate, which describes the body type.

The corrective resolution takes effect upon its publication in the BOE, that is on 28 September 2026.

What it changes for you

For a fleet manager or a haulier

Sheet TRA020 opens CAE to efficient driving tools that are already widespread, provided the measure relies on reliable and traceable data. The commitment covers the entire lifetime of the measure, including when the fleet is renewed. Replacing vehicles with electric models now falls under sheet TRA050.E, with its own supporting documents and a responsible declaration on intra-group transfers.

For a local authority or a public entity

Sheet TRA050.E takes account of public procurement timescales. The sale or scrapping of the former vehicle may take place from one year before to eighteen months after the acquisition of the electric vehicle, compared with three months before and six months after for a private company.

For a sujeto obligado or a sujeto delegado

A sujeto obligado is a gas or electricity supplier, or a wholesale operator of petroleum products or liquefied petroleum gas. A sujeto delegado is a legal person accredited by the Coordinador Nacional to obtain energy savings on behalf of one or more sujetos obligados. For them, the revision shifts the sources of savings: sheet TRA040 becomes more demanding for platforms, while sheet TRA050.E extends the eligible vehicle categories to heavy goods vehicles and coaches. The sheets become read-only, and data are entered in a spreadsheet form published by the Coordinador Nacional.

What we recommend

The transitional period is short. The resolution grants four months, from the day after its publication in the BOE, to certify an action under the former sheet, provided it is proven that its execution had begun before the amendment. For an action under way, the start date and its evidence should therefore be secured without delay.

We support project owners and sujetos delegados on the Spanish catalogue, from qualifying the action to building a solid file for the verifier and the Gestor Autonómico. Frequently asked questions

Which transport CAE sheets does the resolution of 30 July 2026 amend?

It replaces sheet TRA020 with a sheet dedicated to efficient driving assistance systems in fleets, updates sheet TRA040 on shared mobility and splits sheet TRA050, on replacing a combustion vehicle with an electric vehicle, into two sheets, TRA050.P and TRA050.E.

Which TRA050 sheet should a company use to replace a vehicle in its fleet?

A legal person, whether private or public, uses sheet TRA050.E. Sheet TRA050.P is reserved for natural persons without an economic activity; an individual who uses the vehicle in an economic activity also falls under TRA050.E.

Is there a transitional period for actions already started under the former sheets?

Yes. The resolution sets a transitional period of four months from the day after its publication in the BOE, during which the saving may be certified under the former sheet if the applicant proves that execution of the action had begun before the amendment.

What does the resolution of 16 September 2026 correct?

It rectifies clerical errors in sheets TRA040, TRA050.P and TRA050.E: a reference to Law 9/2025 on sustainable mobility, the mention of the leased vehicle, a missing line for M2 diesel vehicles and a reference to the relevant field of the registration certificate.

How long must the former vehicle have been owned to use sheet TRA050?

According to sheets TRA050.P and TRA050.E, the combustion or hybrid vehicle being replaced must have been owned by the applicant for more than two years. Strictly framed exceptions exist for a vehicle held under a renting arrangement.
